If I change my host can I move my old server files (plugins, map) to my new server? If I can how do I do it?

Most hosts supply FTP for free with the server. Just download all your old files, and upload them to your new server. It's pretty easy.
DO NOT GO WITH REDSTONE HOSTS they are a scam. I can tell you that my friend went with them and server had more than 50% down time. Right now I have a FTB server with vortex and they are more expensive then regular hosts but they are awesome. I uploaded my map and my plugins from my old server to them and it all works great. If you choose them they can help you with any problems.

MrWolfe is right. Your host needs to support FTP in order to download and upload files.
If both your current host and the recipient host allow FTP, you can download all of your files from the current host and place them on your new host.
I don't think you can with most host but if you go with Redstone Hosting. (AKA JustinK01's Hosting) We can do that. If you are interested in hosting with us let me know.
