Hosting vanilla server problems
I have been trying to host a vanilla server on version 1.15.2 with no mods or plugins. However, I am expiriencing issues connecting to the server. I have already allowed Java through the windows firewall, portforwarded the server, and double checked the correct IP address and port number.
If anyone knows what other programs could be blocking the server connections, please let me know!

It's an old solution, but you could always use hamachi if you're having trouble port-forwarding. Only problem is that the other people you'd want to connect would have to download it as well to connect to your network. Annoying, but it works lol.
Do you have a second machine on yout internal network ? If so, install the minecraft version you're using on that and try to connect to your server. If you can, then that eliminates any software or firewall blocking issues on the server, leaving just your router as the problem.
Yes, I do have a second pc to test with. using the server's local ip address, I am able to connect.
Problem I've come across in the past with router issues is that some setups, there are 2 routers on a network rather than just one. The main router provided by the internet provider you are with - that's the one connecting straight out onto the internet. The second one is usually installed by the owner of the house and provides a secondary network. You'll need to check if your server is having to go through 1 or 2 routers to reach the internet. Either way, it would assist knowing the make / model of the router or routers.
As far as I know, it is a single router network, since it is not configured as an access point. The router is a Belkin F9K1123V2.
Ok, you don't need to have a setup of an access point to have a dual router setup, however, I assume its your network and you know its setup.
So, here is something close to your routers setup. This will either be under the section for 'Virtual Servers' or 'Port Forwarding', unfortunately I haven't found a desciption for the exact model you posted and depending on where you go, depends on what you see. For example, if I go to portforward.com I see :

and if I go to Belkin I see :
https://www.belkin.com/us/support-article?articleNum=10790
so its difficult to be precise since I don't have your router to hand.
First coulmn 'Enable' needs a tick in the box to enable the rule otherwise it won't work.
Second column 'Descrption' can be anything you want to let you know what the rule refers to.
3rd + 4th column is set to the port number that your minecraft server is using. In this example, 25565
5th column 'Type' set to both (TCP and UDP)
6th column is set to the internal IP that your minecraft server is running on.
7th + 8th column is set to the port your minecraft server is running on.
So, the above setup shows you have a computer on your house with an internal ip of 192.168.2.101 and running a minecraft server using port 25565, with the 'enable' box ticked to make the rule 'live'.

Thanks for your advice. I am not able to get the server to run, but you have at least given me an idea of what the problem may be.
I checked over the port forwarding, and that is set up correctly, and I have set the static IP address. So I am thinking it may be a dual router set up as you suggested, or maybe an ISP issue. Unfortunatly, I didn't set up the network, so I am kinda stuck.

try connecting with localhost
I can connect by that method, but other people can't connect.
