Hotbar bug HELP

Ok so I own a server. My guests have been complaining that on their hotbar, whenever they use the mouse scroll to select items, whatever item its hovering over immediately leaves the hotbar and goes to the other part of the inventory... PLEASE HELP


And they also cant build or destroy.
