Help! People are joining my server as an OP! HELP! I updated to the LATEST dev buildof bukkit. Even if they don't use my account, they still get in as OP. HELP!

Saying "latest" dev build of craftbukkit is not of any help, please provide the actual build number.
If you're using CraftBukkit, you should be on build #2865 or later, for Spigot, #1090 or later.
If that doesn't work, you can use sk89q's method of host keys with worldguard. Another method would be to find a plugin which limits staff accounts to a certain IP.

Not all players are op when they join. It's some players who join that join already op'd.
