How can i create an unopenable chest without full-block above?

When i put a chest under a full-block, it will become unopenable. How can i creat these one by putting full-blocks on their sides instead of putting blocks above? Should I need datapacks or plugins? And if i should, how can i do?

If you want to lock it try (when on top of a chest): /data merge block ~ ~-1 ~ {Lock:"<Lock name>"}
