I run a private bukkit server that my friends and I play on and only ops can build. I've tried everything: Changing the permissions.yml, using group manager commands, etc,etc. Build is set to true for everyone and all groups but no matter what when someone thats not op attempts to build or a break a block a little message comes up saying "You do not have permission to build here.", and its not spawn I have the spawn radius set to 0. Any idea how I can fix this? T_ T

If you give them op, they will cheat, trust me. Consider dumping groupmanager for PermissionsEX.
Check the settings for EssentialsProtect, and maybe just delete it all together

The only plugins were using are group manager and essentials.
I'm sorry if I didn't mention it in the original post but build is set to true for everyone.
The reason I don't just op everyone is that all my friends are not exactly trust worthy and were starting a roleplaying map. I don't want anyone spawning in items or anything like that.

I am pretty sure you only OP's can build in spawn, which I believe I am correct in saying the radius is 100-150 blocks
Are you using modifyworld with PermissionsEX? You need to give them modifyworld.* node if you are.
Make sure they aren't building anywhere close to the spawn point, I'm not sure if changing the spawn-radius actually works.

why dont you just op everyone? its private
Well, you never told us what plugins you have installed. I believe Permissions plugins have a build: true function on it. Why even have permissions? If it's private then theres no use for it.
