How do I create rectangular plots using towny commands?

I have googled and asked around but I haven't gotten a real answer on how to use the "/plot rec"? command. How does it work? Is there anything else I should know that would be helpful/useful? Thank you for reading and I apologize for being somewhat noobish when it comes to servers! haha
