I once had this problem so I used the /replaceitem command to constantly replace the top half of a player's inventory with barrier blocks. and then a /clear command to make sure they couldn't use the barriers. It's not super reliable, but it's the best I could come up with.
I don't think it's possible. If you want to do that you have to reprogram the game.
Are you asking how to change how big the player's inventory is? Because if you're trying to do it with command blocks you can't (although you could use /replaceitem to make some slots unusable, but it would make them lose items if they try to use them) and if it's a server I don't know.
yes I am changing how big the inventory is with commands, and it is not a server, its a minecraft map for people to play on.

Well then couldnt you just say to put blocks that cant move in your inventory while the ammount of spaces you want is clear?
