what you want doesn't sound like it exists. I mean you could use multiverse or multi world but it doesn't give you what you want in terms of bungee, but it will allow you multiple worlds on one server.
Can you not buy a bungee server and connect to your discounted server? There are plenty hosts that offer just bungee.

It does exist as I have seen it on a server before but I just want to know how they did it to have plugins for like a different world a different tablist and a different chat.
