I think the easiest way is to download a default minecraft texture pack and extract it and rename it, then you can go through all the files and retexture anything you want!

u need to have some sort of photoshop and a texture pack to edit. open ur photoshop and open ur item that u want to edit in ur photoshop when ur done drawing or or changing it then save it and drag it back where it came from in ur files and just keep doing that on each item

umm so you make an texture pack folder in the texture pack folders then you make an assets folder, inside you make a minecraft folder then you make a texture folder, then you make a block folder then you put the textures in there also if you want items make a folder called item if you want mobs then you make a folder called entity then make a texture and put it inside, you have to name it a specific name tho, also besides the assets folder make a text file and name it pack.mcmeta also this is for JAVA EDITION bedrock is different, if you want i can show you the code and the names if you need :D
