While we will take the official Minecraft launcher into account, unfortunately, capes cannot be applied directly within it; a mod—such as "MinecraftCapes" for Forge, Fabric, or another loader—is required. You can find it on both CurseForge and Modrinth.
After downloading MinecraftCapes, you will need to log in to its official website, and then go to your profile to apply the cape you have created.
