How to edit Minecraft settings?

I was wondering if anyone could tell me how to edit certain things within the game like durability of tools, or spawning rates, or weather control without downloading a mod?

Hey wait! you mentioned what I was getting at! Editing an already present file! Any idea how to do go about that? Would it be as simple as changing a number from 1 to 2 or would I need to learn how to mess with javascript?

You might need to mess with the Java*. But it could be as easy as that.
Maybe first download a java editor, then mess around and find the correct file (a Google search might work). Then find the place, and edit the settings. Changing percentages could be all you need to do for the things you want to change.

NOTE: JAVASCRIPT IS A COMPLETELY DIFFERENT LANGUAGE. MINECRAFT IS CODED IN JAVA. JAVASCRIPT IS USED IN WEB PAGES! KNOW THE DIFFERENCE; VERY IMPORTANT!

Minecraft hasn't released any of that yet. In fact, I haven't even heard of a mod that does that. Of course, you can be able to Google it if you want. But no, it's impossible without downloading a mod, or editing the java class files.

Of course it's not available, which is why I said "In the next update.." -.- It comes out Oct 30th I believe..

It's impossible to do those things without a mod. But what I can tell you is that on the next update, I believe you will be able to have weather commands if you have cheats enabled. You can also play on easy without mobs, check it out here: http://www.minecraftwiki.net/wiki/Upcoming_features
