Something is blocking the downloads it seems, try (after updating java, that's the basic solution for most things) to check if your firewall or antivirus is blocking it.

Re-Install Java

I'm not great at detecting errors, so I can't tell you extactly the issue, but it looks like something with your launchers. A possible fix is reinstalling the launcher folder (if there is one) or deleting .minecraft and re-downloading everything (which is an emergency solution unless you have little to lose)
