How do I get factions to work?

I've downloaded Mcore (Massive-Core) and I have downloaded factions. I am using Minecraft Panel. I Have them both in my plugins folder, yet neither of them refuse to do anything. It just says that my factions has no configuration after I've reset the server. I've heard you have to put them in the same folder or something, idk. Help please!

Make sure both plugins match the bukkit / spigot version your using. Also, make sure you have no copies of them and look for important dependencies.
First off, make sure you are using the correct versions of everything.
