How to get more players on a server

Hello I own a server called ET CRAFT . I have a question about servers, how do I get more people on? The people who come on my server are either op askers griefers or hackers. Also everyone asks for ops poSition and I get worried that they are going to leave the server. How can I get people on my server who don't want to be op and don't hack?

This is mostly an economy server. The server does contain Bukkit. We have many plugins such as Towny and Iconomy. This server is very co-friendly because it has a wide variety of server activities. The admins are very helpful and they run mini-games such as M.T., DTK, and SPLEEF. If you want to find out what these are come and join! Bring your friends! Make Money, Make nations, and just do what minecraft was made for ADVENTURE!

There is no real way to pick who comes onto the server. Just the luck of the people who come on.
