Hi, Ive been running a nice private server on Evolve but one of my friends has PE and I was wondering how do i port forward minecraft Windows 10 so that my friend on PE can log on from his house, the main issue is Evolve does not support android/ios.

You need to port forward port 19132 from windows firewall, and your router. Then your friend should be able to connect using your internet IP, Not the 192.188.*.* one.
You'll be allowing incoming connections, on the TCP protocol. Plenty of guides out there as each router is different!
