How do I Make My Server More Popular??
Before my main ip address stopped working I had 8 people online most of the time. Now after that it's more like 1-3 people. I have great hunger games and pvp and mob arenas. We also have factions. I don't know why my server isn't more popular because all of my arenas are great! I need help... how do you make your server more popular. I do post on pmc a lot but that doesn't always help anymore. It gets me new players but they leave the server all the time because my server never has anyone online! Please tell me how to make my server popular.

You don't have to if you aren't willing to.
Having "good" advertising does not help if your server is not unique. Make your server unique. Having the same plugins/type of server as thousands of other servers makes your server lost among other servers that are exactly the same. Ever wonder why those big 4,000+ player minigame servers are so huge? They have gamemodes that are not found on any other server. There's no other place to play them, so everyone to wants to play that kind of gamemode is all sent to that one server.
Most servers are basically factions/mcMMO/pvp/raid/etc. Everyone who wants to play on these servers are all spread among the thousands of same servers.
If you want to be unique, you're going to need either a well constructed unique idea, or custom plugins.

My server is unique in a way. I do have factions/mcMMO and all of that but then I also have mob arenas and hunger games. My staff and I spent so much time on that to make the arenas unique in their own way.
