How to make my server populated?

So I have recently created a unique skyblock server. I only have one problem though. I am having trouble increasing my player base. I have done all of the tips people have given me but it's still a hard job. This is what I've done:

- posted on every minecraft server list
- Bump on PMC every day
- Got a couple small streamers to stream my server
- Making a youtube trailer on the server
- Added votifier
- I am on the server a lot!
- Got small youtubers
- The server is also unique

I looked through a lot of posts similar to this and everyone says, "make a unique server and players will join." I have done this with my skyblock server yet I am still struggling. If you have any suggestions I would be grateful.
