It's insanely easy nowadays, DON'T WORRY! Try Novaskin, look it up on google. Making texture packs with that is as easy as it comes imo. You just color in the blocks you want to texture, save it to the texture pack, and done. Now, if you have no experience, it may take a while to get the hang of. But, texture packs can be time consuming anyway.
yes you cant make texture packs in 1.6 you have to make a resource pack
