How to set a cooldown on /Repair?

Before you say "Probably in the Essentials config"... I looked there already... So, I need to be able to set a time between when people can use /repair. It needs to be able to have a different time set based on what rank the person is. Is there a plugin that can do this? Thanks guys.

You can use McMMO's iron block for repair, or you can check this thread on the Bukkit forums: https://bukkit.org/threads/fix-repair-cooldown.201669/

Essentials doesn't have a cooldown code for /repair like /heal.
