How to Setup MegaOP kits?

Hello guys!, I've recently decided I wanted to change my server to a megaOP factions server, But when I setup Essentials Kits, e.g.: 309 1 Protection:15

It doesn't work, All I need to know, Is there any plugins I need for this to work? or Do I need to enable something? I have TimTheEnchanter, I know that you need this plugin But how do you do it for that? I need a reply please!!

So again, How to setup Kits with enchantments HIGHER than 5.
