So, I want to build this really cool spawn for my server I am getting. I want to build it in singleplayer though, but as far as I know world edit (or singleplayer commands) isn't updated to the newest version of MC. So should I just build it IN the server, or in singleplayer?

The server you can back up, so that isn't a problem. You should probably do it on server just so the world is consistant; and preferably after all the necessary plugins are added.
