There used to be a day where spamming it in the PMC chat would get people joining, but not anymore :').
Here are the things i'd recommend, they don't necessarily cost money.
PMC has a bump submission feature you can use every 24 hours, make sure you don't forget to.
On your page of your server (on PMC or any other), try and make it as visually pleasing as you can. Look at what other people have done, and work out what you liked about it and what you disliked. You're welcome to click my name to see my server's page, I used photoshop to make a large poster for it.
When trying to get people to vote for your server, focus on one website only. I recommend the GAListener plugin to handle voting also, as it has some pretty nice features that make people want to vote (chance and cumulative rewards). Just make sure it doesn't annoy people; I'd recommend changing the colours to dark and light grey.
Voting continued: In the notification, instead of it saying 'Person voted at PlanetMinecraft.com', make it give your special voting link (if you have one), or something like 'Person voted using '/vote', I noticed it made a large difference.
Well-made youtube trailers can make a great difference too, as well as screenshots made using shaders and whatnot.

More than getting new people to join, you'll want to focus on getting new people to stay. So make sure you've put a lot of thought into the first 60 seconds of someone joining. In that 60 seconds, they shouldn't be confused (unreadable/colourful chat or it not being obvious how to leave spawn and play), bored (too much to read or too much running to get somewhere) or frustrated (lack of food when they spawn, getting stuck in protected land or losing inventory to something unexpected).
