Let me guess. You are here because your server doesn't work quite good. It's the speed. You need to read this guide. Want no lag? Come on!
1) Disable snooper-enabled to false (server.properties)
This will make your server better. Change it to false and you might get a little faster.
2) Change view-distance to a lower number (server.properties)
8 could be recommended. Just experiment and find what's right!
3) Remove plugins
This will help very much. Get rid of plugins your server doesn't need! Create your own plugins. Understand you don't need so many plugins.
4) Upgrade to a better plan.
If you're using your PC to host it, get some RAM. Upgrade your router package. 1Mbps = 3 players if you use your PC to host it. Check your Mbps with a SpeedTest. Just search it. Choose Ookla. If you're using a host, upgrade it.
5) Install something like ClearLag or just find some things.
Changing difficulties will probably help. It means you will spawn with less monsters. Also, WorldBorder is good! ClearLag may interfere with plugins like HolographicDisplays. Just try things out. You can disable spawning animals and monsters. That might help if you want to make a minigame kind of thing.
