I want to make a texture pack but I can't find the default textures anywhere in the program files. Where are they?

Open file explorer and type %appdata% in the addres bar, then navigate to .minecraft/versions/<version>
You will see two files here - version.jar and version.json, open jar file as archive (you will need 7-zip or other archiver to do that)
Inside a jar all textures are located in assets/minecraft/textures folder
