I have seen many people with this problem; Texture Pack Made for An Older Version of Minecraft
How to Make A Texture Pack Compatible For a Version:
1. Head to Your File Explorer
2. Make sure you have extracted your resource pack folder
3. Open the resource pack folder
4. You should see a text document with the name "pack.mcmeta", click on it. If you are not able to click on the text file, Right Click The Text Document>Open With>Notepad
5. In the text file, you will see a code, right at "pack_format" : 4, replace the number with 6 (for 1.16.5) if you want it in other versions click this link: https://minecraft.fandom.com/wiki/Tutorials/Creating_a_resource_pack
6. Open Minecraft
7. Go to Options
8. Click on Resource Packs
9. Drag the extracted texture pack folder to the minecraft screen
10. Click on yes
