How Do You Get People On Your Server!?!

I've been setting up advertisements and sometimes even spamming on some server but nobody gets on. How do you get server popular or just have a few like 15 active people on? Please give me advices!

Here are some ideas:
1. Set up a page on the popular server lists.
2. Keep bumping them if possible.
3. Go to the Minecraft geeks around you and tell them.
4. Advertize on YouTube
