I currently run a simple Creative, Factions and Survival server. I don't get many players on and I wouldn't say I have an absurd amount of plugins and players don't stay on our server enough to meet our staff. Plus when they do all they say is "Welcome to the Server" or "Hello"

as soon as the players enter your server, get the staff to try and start a conversation with them and have them go do something with the newcomers.

Like advertis your server. Talk you your freinds so they talk to their friends a so on. Also I believe PM has a server section.
Don't just stay to PM. Get your server out on as many websites as postible. I subjest that you try to post it on some smaller website because there will be less compotetion. So the person to post ratio will be more.
