Well, last time I had TMI installed, you can press 'o' to make the spawn menu disappear. I'm not sure if that feature even still exists, I haven't used it since 1.4, I think, but that might be what you are thinking of.
Download Not Enough Items, you cannot disable cheat mode on TMI

TMI is purely for giving yourself stuff, if you'd like otherwise, check out NEI
Too many items is cheat mode only. If you want a recipe mod use Not enought items.
