Mods:
[✔️] buildcraft-7.1.23(2)
[✔️] CoFHCore-[1.7.10]3.1.4-329(4)
[✔️] ThermalExpansion-[1.7.10]4.1.5-248(3)
[✔️] ThermalFoundation-[1.7.10]1.2.6-118(3)
These are all 1.7.10 versions. If this is all that's in your pack, then I've just built a MC 1.7.10 instance with all these mods in and they work together fine.
If you are using the default Minecraft launcher, then it may be that another instance is interfering with what you have put together.
Try MultiMC as your launcher, which you can get from here : https://multimc.org/
If you are willing to try this, you will have setup a ..\multimc folder. Run MultiMC once and you will then find a ..\MultiMC\instances folder.
Download the instance that I've just tested here in a zip file. Open the zip and drag the folder inside into your ..\MultiMC\instances folder. If MultiMC was open at the time you did this, close it down and re-open it, or if it wasn't, just run MultiMC and you will see the new instance in the MultiMC window. double-click on the instance to run it.
