I've been looking for a resource pack creator and I've been unable to find one. Please send me a link to a trustworthy and functioning program for creating 1.14 resource packs.

Use a text editor for the mcmeta files, and something like GIMP or Krita to make the textures.

What do you mean by resource pack creator?
If you need help setting it up and editing the textures, I recommend you follow this, and edit the textures in your preferred image editing software (like ms paint[probably shouldn't use], or any software that you can edit images with)
