World spawn should spawn you on the highest block in the x and z
just go to where you want spawn to be, and enter "/setworldspawn ~ ~ ~"
you will need the <X> <Y> and <Z> coordinate for the /setworldspawn command.
Did you check your F3 stats
Alright, so you will need all three to set the world Spawn. Think about it kinda like this: In a 2D Dimensional space, you have two coordinates, X and Y. By changing your X, You'd move in a straight line across the world. Your Y would move you up. If you solely put X and Z with a tilda (That would mean your own Y coordinate), there's a pretty high possibility you'll set the spawn in the ground which is not good. I would teleport to the spawn you want in spectator (If possible) to confirm the Y coordinate. Then you can set the spawn there. You also can set game rules to make spawn at a specific block.
