I have an i5-4570 @ 3.20 Ghz, 16 Gb memory and low end gt 710 graphics card system. The frame rates are lower than I was hoping for.
Would upgrading the video card increase the frame rates, or is the processor the bottleneck? I'm using Minecraft version 1.15.2 with Optifine 1.15.2.

Okay i had no intention on jjoining in on this thread, but as i saw that you are getting some really bad replie ill give you my 2 cents as well
1. I have a i5- 4460 with 4 GB RAM and WINDOWS TEN (windows 10 requires more than 4 GB ram to run properly but ebar with me here)
2. ATM i have no GPU in my system as i killed my GPU before quarantine (dont ask XD)
and my Minecraft is running smoothly as ever. I have even played RLcraft modpack (if you dont know what it is, google it. its far far more resource intensive than vanilla minecraft)
Conclusion: Its not your hardware that is bugging your performances. The problem MUST be software OR one of your parts is malfunctioning.

hers an important question that needs to be answered... is the display connected to the the graphics card in the back of the PC? and not the Intel card?
Yes, the display is plugged into the Gt 710 Card.
youre gonna need a new graphics card a maybe a 1060 or lower to help get those frames up there
I have helped setup systems for people with a lower spec than that and achieved better frame rates than you seem to have, so maybe you have a background process running that's slowing minecraft down ?
Anyway, if you are just looking at purchasing some new hardware, then graphics card is the way to go. A 710, whilst a reasonable card, an upgrade in that area will produce better fps than changing out your cpu.

FPS run from a low of 20 when I'm looking around to as high of 50 when I'm looking at the ground. Most of the time it runs in the mid 20s. I'd like to see it stay in the 30s all the time.
Well, throwing more RAM at Minecraft's face won't help anything, so I'd suggest some of these:
So, build a PC (including parts from your computer with stuff you already have)
An Intel Core i7-8700K to free some background process space,
An AMD Radeon RX 5600 XT to get higher FPS,
Minecraft seems to take up some memory, so a Samsung 8GB 2Rx4 LV RDIMM- 1333MT/s to give it more room for running program files, but the memory transfer may be a bit slow at some times.
The shell, I suggest a Thermaltake Core P3 TG (open-shell)
The fan, a Cooler Master Sleeve Bearing 92mm
The motherboard, maybe an ASUS ROG STRIX B450-F GAMING AM4 ATX AMD Motherboard
The SSD, I suggest an Intel 660p Series M.2 2280 1TB PCIe NVMe 3.0 x4 3D2, QLC Internal Solid State Drive
And now, recycling your old computer, you have a fully-functional Minecraft rig!
