Is there a way for me to make an item - for example a paper, that when i right click it- it will make a command.
Like it will give a player a rank... can someone help me or is this a plugin ?

Idk... It's on servers. Maybe scripting.
my favorite plugin for this has got to be executable items it has a bit of a learning curve but there are some tutorials on youtube just stick with it and give it a chance itll do exactly what you are asking youll find it with an easy google search executableitems spigot
You can do that with carrot_on_a_stick or warped_fungus_on_a_stick, using screboards
