So I have Got Java and I am having problems with opening a JAR. File. I have already tried getting a newer version of Java and deleting it and reinstalling it. I have also Opened it with Java Platform SE Binary But I don’t know anything that I can open the Forge JAR. File

If the option I suggested on below does not prove successful, you could try using an alternative minecraft launcher called MultiMC which is available here : https://multimc.org/
Easy to set up. Install it, open it, right-click on the window, choose create instance, choose your MC version, click ok, add a minecraft
account via the settings / accounts and away you go - usually takes a minute or two at most. Excellent for modded as well as Vanilla.
Why do I suggest this since you want Forge installed ? Well, MultiMC takes care of installing Forge with a single click. Here is a small document (open with Wordpad) showing how to install Forge in MultiMC on one of your Minecraft instances :
