Java is not recognized as an internal/external command, Win8

I usually start Minecraft with a .bat file allocating it 4 more gigabytes of ram. I just got a new laptop today with Windows 8 and when I try to launch Minecraft with a .bat file it does not work. The window closes to quickly for me to read but I can see that "java.exe is not recognised as an internal or external command" etc. I had this issue in windows 7 but fixed it. I tried to fix it the same way I did in windows 7 but that did not work either. Help is appreciated.

P.S. If somebody wouldn't also mind helping me with my other problem ti would be great to (not being able to view any of the images on planet minecraft)
