Typically [for java anyway], one gets a mob skin (anything other than one's player skin) into the game via a Resource/Texture pack [see basic instructions @ https://www.planetminecraft.com/blog/how-to-install-minecraft-texture-packs-4615399/ ]
The blue "DOWNLOAD MINECRAFT MOB SKIN PACK" button on the mobskin page @PMC should produce one of these (it generates a popup asking for which version one wants the pack [currently 1.17+ is te latest available] and may ask for what version/variant e.g. which color of sheep).
Downloading the png files (rather than zip packs for each skin) allows one to assemble one's own pack at a minor savings in lag and a major improvement in organization.
Sheep …in sheep's clothing (Scary Halloween Surprise) where it seems to work fine
&
Iron Golem Ice Golem where the png looks fine, but the minipack button does not appear
Both behaviors also occur with randomly checked skins from other's as well…
I'd though the lack of a minipack option related to whether the mob uses multiple textures, but creepers and ghasts afford the option ¯\_(ツ)_/¯

DId you upload this png on Skins in Minecraft Laucher?
how do i do that?
First, launch Minecraft Launcher. Once you did that click Java edition and click Skins tab Then you see the collection of your skins. Click Upload Skins and select your skin (png or whatever) and wait to it uploa. Then enjoy! I really hope thats helpful
i thought that only worked for player skins?
