Java wont initialize

Greetings,
So my server host messed up big and now I need to host my server myself for a few friends on my laptop but java is throwing issues. Let me explain.
- I run craftbukkit 1.7.2 on Windows 7 Pro x64 -
1.) I tried running the server on both my laptop and desktop. Desktop runs it fine, but laptop will not. The files are completely the same on each device.
2.) The laptop throws this exception : java.lang.ExceptionInitializerError
at .... <a ton of gibberish>
3.) I have java installed on both machines. Java 32-bit and 64-bit both installed. and java.com verifies all installation as good.
4.) I did not see anything in the environmental variables related to java. I tried following the guide to add it in but I am very confused on where to put it and exactly what I need to type.
5.) I installed Visual C++ 2008 from microsoft.com but still it did not help.
