The permissions system I have is GroupManager.
Please don't post anything that says I have to change permissions because GroupManager is the most user friendly plugin for permissions... I don't want to have to change any permissions.

Nope, there isnt such plugin. But u can use http://dev.bukkit.org/server-mods/jobs/ and make ur custum jobs if u have time so yah if u play a bit with the config.txt file u can put such jobs as police. U will also need any Iconomy plugin like BOSEconomy.

Though the plugin doesn't do what you're specifically asking for, it is still a great plugin. Just a few commands rather than right-clicking a sign. Also, it's highly configurable, so you should have no problems implementing it into your server.
