Your Screwed.
Ok, your in safe Zone because your towny file had an error. Something along the lines of a Town getting corrupted. A common way this was happening to me was I had towns in separate worlds and the non "main" world would sometimes get a little screwy and i'd have to /mv import the world file. This caused it to go into safe zone because Towny found a error and doesn't know what to do. In my example a bunch of towns appeared to disappear from towny when the world unloaded.
Sadly, the only way I've been able to fix this is by deleting towns and the files until it worked again. This may lead to the removal of some towns.
If you could tell a little bit more about the server, post the files to pastebin, or something we could probably help you more. This isn't something that can be fixed by you the head admin. You are going to need the FTP to adjust files. Get your owner here
