How do I make it so when people die, they do not drop their items on the ground, nor can they throw them on the ground in a certian area?

The War plugin prevents players from dropping items in Warzones, so with the right coding, you can indeed prevent players from dropping items using a Bukkit plugin.
So they can't throw them is impossible, but to make them not drop them is just writing /gamerule keepInventory true
in the chat. Remember big i in inventory.
Then they will respawn with their items.
