Hi,
I'm having a little trouble with my minecraft FPS.
I get 70-100 for the first 5 minutes but then after a while it goes to 15-30 FPS.
and 70-100 seems really bad for my CPU because on an old CPU I got like 150 FPS with 8 GB of ram.

RAM: 16.0 GB 15.9 Usable

I've installed optifine (slight FPS boost)
I've tried gamebooster, advanced system care vista services optimization, literally everything D:
Graphics card: NVIDIA GeForce GT 650M 2gb.

It isn't "Top-notch" To be honest I would say it is okay. What you are getting is probably about what you should be getting.
You need a graphics card. The integrated one in the CPU is not sufficient. Graphics cards are optimized to perform advanced operations on matrices used for quick calculations of 3D stuff. (You will probably learn about this sometime in linear algebra if you take it).
Without a good graphics card, applications that use 3D will not run very fast, no matter how good your processor is.

Make sure you have advanced OpenGL on (stops rendering behind loaded geometry), performance set to max FPS, and because I've run into this issue a few times, definitely make sure you have Java x64 installed, because on Chrome it for whatever reason tries to install x86 on my x64 PC, not sure if anyone else has this issue but it haunts my PC's.
The CPU is fine, just ensure it runs cool (don't run it on a bed), as laptops heat up they tend to lose performance, it's also risky and lowers the life span of your hardware.
Dedicating more RAM to Minecraft won't improve anything unless you find yourself crashing because you're running short. However the speed of your RAM is a major factor.
If you're more advanced with PC's, this will be useful to know, assuming because you have an i7 make sure you have the fastest ram you can accessibly get for a good price (1600mhz?), and also ensure you have a 7,200RPM harddrive or a decent sized SSD, as Minecraft happens to also be a I/O intensive game, and from experience most laptops like to come with 5,400
And to clarify, branding on a laptop/desktop doesn't really matter, it's about the hardware, condition, and environment (casing, room tempature, cooling/thermal compounds, etc.) it's in. There's some manufacturers that factories will just slab on thermal compound completely messy onto the CPU socket and near by chips/components under the heatsink.
But the last comment is correct, laptops tend to come with slower, more economical components than PC's but can be upgraded to support similar performance to one with aftermarket/better hardware. In all honesty, Minecraft should be ran on a PC.

laptops tend to have worse off performance than actual desktop PCs i had an top of the line Alienware laptop and it had less fps and had performance issues compared to ppl who had normal level pcs
lbix does this only happen around your home/base around machines or throughout the entire gameplay regardless where you are in the world?
Here's a few things that might help.
1. Get Optifine.

Try reinstalling Java / restarting your computer.
holy crap 150 FPS! I only get 30 as a average
I've learned that minecraft doesn't like high end graphics cards very much. i only get like 100 fps on my 7850 gpu and my i7.
