Levers and Redstone

Hey guys, Its Dragonlore again,
So my server is ALMOST ready to start beta testing BUT we have yet another issue. I just InfinitePlots and Plotty2 with Multiverse to create a Housing area for my players and we have found out that Buttons work BUT alas Levers and Redstone do not work.
Levers can't be used. Redstone Blocks doing activate Redstone lamps, and Torches do not work. I have looked at every config file and can not figure it out.
Im not sure if its World Guard or any of the other plugins so if you would be so kind as to point me in the right direction that would be a great help.
