Locking an Anvil

is it possible to put the lock nbt tag on an anvil? The game doesnt consider it a block, so I cant seem to directly add it...

You cant lock an anvil because it doesn't has an inventory like a chest or a dropper. Anvils have a player-based inventory which opens a fresh inventory for every player who opens it
There doesn't appear to be a locked tag in the dynamic block entity data set (which seems to be what is used by anvils), which lead me to think this isn't possible.
