Looking for a plugin

Hi

Just wanted to see if anyone knew of a plugin similar to prison pearls or exile pearls that i could get for my server. I love the idea of players being able to run their own system of laws and punish players accordingly if their laws are broken. I cant seem to find any up to date plugins that i can use though
