Yannick to build a yml from scratch and dependant upon what prefixes and ranks and if there are multi ranks/ladders can be time consuming. Then factor in 30 plugins all with perms at various ranks, time takes longer. Yes it's easy (if you have experience) but the money isn't about difficulty- it's about time. $5 isn't much for someone to do it quickly especially if someone may end up taking 3 days trying to figure it out.
That being said, if running a server is what you want to do, learning perms is crucial, otherwise your servers functionality is in the hands of someone else.
If I were to see it through with your perms, ensuring it works and is to your liking, I wouln't do that for free. But if you want a simple basic structure, I need to know what ranks you want and what plugins you have and what ranks have what access. I could give you a 'template' to work off of.
