Looking for a type of plugin

hey is there a plugin where you can select a region and anyone who goes into that spacific region will only show the chat for the region
example
im in region A
somone says somthing but only people in region a can see it
noone in region b has seen or heard of that spacific message

There was a plugin now outdated name RegionChat but apparently Essentials can do this using a radius: http://www.minecraftforum.net/forums/support/server-support/2264329-region-chat-plugins-similar-to-worldguard-send
Else I think combining worldguard and herochat may be an option... I'm realy not shure of that last one.
