I bought an MSI notebook with the following configuration:
Intel Core i7 12700H
GeForce RTX 3070
16GB RAM
Thinking the setup was adequate I also bought Minecraft but apparently I was wrong.
The FPS never exceed 130. Furthermore, in open areas such as plains or frozen expanses the FPS drop drastically below 10 causing continuous lag.
In an attempt to improve the situation I took the following steps:
Looking at the debug parameters (F3) I don't think it's a GPU or ram overload problem: the first never reaches 60% load, the latter, even dedicating only 2GB is allocated at 50% or less.
I'm starting to run out of ideas. Any suggestion is welcome.

- I turned off VSync to exceed the 60 FPS threshold (it worked)
- I changed the start parameter -Xmx to 2, 4, 8 GB
- I tried playing with Optifine and Fabric

At the moment I have worked around the FPS problem by installing Minecraft on Ubuntu. Here the FPS are consistently above 100 FPS even with quite advanced graphics settings.

Under Video Settings, lower the Render Distance. Try lowering it to 10 chucks to start with to see if it makes a difference.

Have you tried earlier versions of Minecraft? (Assuming you are running Java Edition.)
Try launching anything between 1.7.10 and 1.13, if I'm not mistaken Mojang did some render engine rewrites under MCJE's hood which consolidated some stuff, but also has it running like a sweaty hog. If that doesn't change anything then that means the other commenters pretty much nailed down your problems. Otherwise you may have to consider running older versions of MC, or possibly look into performance mod options besides Optifine. (Fun fact, Optifine isn't really as good of a performance saver as you think, which doesn't help the fact that it causes tons of problems with other mods!)

the problem is you got a notebook, laptops have way better performance than notebooks, maybe you should have gotten a laptop with an i7 12700h and an rtx 3070 with 16gb of ram instead of bottom of the barrel components.

When I start Minecraft I have no other applications running. However I think if it was a resource occupied issue I would see it from Minecraft F3.
Instead, as I wrote in my initial post, GPU and RAM workload is relatively low. Even the CPU workload from Windows task manager is under 50%.
I've already tried turning off the energy saver mode but I haven't noticed any benefits.
It's probably like you say: the problem is that I'm using a notebook.

what I said went way over your head, so lets try again, open task manager, minecraft f3 wont tell you what your system is doing, it only tells you what minecraft is doing. maybe minecraft is being stupid and running on the e cores and not the p cores, I'm pretty sure you already checked that and changed the core affinity to make sure though. make sure temperatures are good and this "notebook" is plugged in
also notebooks do not have those specs so you either don't know the difference between notebooks and laptops which would mean you haunt tried anything or your ignorant of the difference and not helping your case.

By "the FPS drop[s] drastically below 10," do you mean that the FPS drops from 130 to a value of 10, or it drops by 10 (from 130 to 120)?
even so... I wouldn't consider 130 FPS "low." I mean, I play Minecraft on 30 FPS... and it's perfectly fine for me. But I understand why you want a higher framerate. Could it be that your notebook's monitor has a maximum refresh rate of 130 Hz? You may also want to check if a higher value is allowed. In Windows 10/11, you can go to ms-settings:display and go to Advanced display. Select the monitor you use, and under "Choose a refresh rate," pick the highest value.

My monitor has a refresh rate of 144Hz.
