Alright. I have got a really high end pc, but i am getting around 30 fps or under when running shader. What's weird is the fact that none of my hardware is bottlenecking. CPU usage:10% GPU 32% and allocated ram:25%(83% as total computer ram usage) also every thing is running nice and cool.
also I have 8GB of vram and minecraft will never use that much vram.
Brief Spec: CPU: i5 4690k(OC 4.3GHZ)
RAM: 8GB ddr3
GPU: R9 390(OC 1106MHZ)
I am thinking that it's the software's problem. Everything is running at half the usage. Also all my settings are correct. I have tried all the combinations of settings to make sure that I get the highest Fps possible.

Well, for one thing you don't need to overclock that high with that thing, and a 960 while nice, isn't incredible. I'd look into optimizing your java by making sure its updated and has a good amount of ram allocated. Also, I suggest you fiddle with other packs as I've found some work far better than others especially with different GPUs. CUDA shaders I've found work better with my GTX 970 Turbo machine.
OP has an R9 390.
What's your framerate while not running a shader pack? How much RAM is allocated to Minecraft?
Hey, so what i found is that i have a similar pc to you (slightly better GPU) but still hasn't doing amazing with shaders! Try turning your render distance down, should increase proformance massively Around 8 or 9 chunks should be 60+ fps
Well, it has to be a software issue, as i've ran shaders at around 60fps on a 270x before. I haven't ran shaders on my 390, but I assume it'd be far better than my 270x did. although 73c for that low usage is pretty warm, i'd check your fan speeds and or your fan curve if you have a custom one.
Also, try and reset your GPU to stock clocks and then try it. With Crimson drivers, i've been having issues with OC'ing my cards and playing a few games with it.

Easier to replace bad fans on a GPU than a GPU itself lol, always been my motto.

its a strix card and i can hardly hear the fans at max, well if i was to shut off all my case fans and my rad fans i would hear it but thats not really the point

im running a 4690k @ 4.8 and a gtx 960 2gb and most shaders o get ~60 except for seus and then its around 40 and temps r lower than 50, although i do have the fans on max cos why not

What shaders are you testing it on? Remember, having a high end PC does not mean your performance will consistently be remarkable.
