Nobody but the server owner should have op. Everybody else should have only the permissions they absolutely need to do their job, and then only if you know the person and trust them enough to let them have those permissions. Nobody who fills out an application on a forum should be trusted right away - any clever griefer can sound like a nice person on an application.
If you really don't know enough trustworthy people to fill your moderator slots, the good news is that you don't need them if you get the right plugins. At the VERY least, be sure to get the one called "GriefPrevention". It's the best anti grief and will actually prevent almost all types of grief, so you won't need a team of moderators on the server 24/7.
